TurboIRC supports UTF-8 , ANSI , or custom encoding per channel, uses AES/SSL encryption and is capable of DCC / TDCC chats and file transfers.
Plugins and themes are also supported.
The latest version supports Windows 7.
I thing the most underrated IRC Client around.
I know this client for a lot of years but none seems to know him.
