FileZilla Server is probably the best free FTP server for Windows. It support SFTP and FTPS. You can block brute force attack if you create an empty directory, give it no rights, point the most common usernames there and give them NO PASSWORDS! Once they gain access and can't do anything they give up instead of just trying over and over again wasting time. This version does properly support REST command, which means that you are able to pause and then resume the download of a file. It doesn't do everything, but what it does do, it does very well.
